Senior Health Officer Vacancy
Country: Guinea-Bissau
Senior Health Officer: Doctor (m/f) with experience in HIV / AIDS and STDs or Nurse with two years experience in HIV / AIDS and STDs.
Job Location: Guinea-Bissau, the capital Bissau, activities in areas of Bissau, Bafata and Bubaque, may lead to travel to all geographical areas of MdM-P projects.
Contract Period: Until December 2010, with possible renewal for one year
Hierarchical position: The health officer will be integrated into the operational team of MdM-P in Guinea-Bissau and under direct responsibility of the Country and Project coordinators.
Job Description / functions: The health officer will exercise his/her functions under the project "Protege a tua vida". The officer be responsible of the following functions:
HIV / AIDS and STIs
• Supervise, monitor and support the counselling and voluntary testing for HIV / AIDS at the hospital and health centres where the project takes place;
• Supervise, monitor and support the health consults and treatment of opportunistic diseases delivered by health officers of hospitals and health centres where the project takes place;
• Supervise, monitor and support prevention of vertical transmission from mother / child in hospital and health centres where the project takes place;
• Elaborate and conducting training sessions on Counselling voluntary Testing, PMTCT, STDs, HIV / AIDS.
• Creation of educational material and technical documentation on the Counselling voluntary testing, PMTCT, STDs, HIV / AIDS.
• Supporting the implementation of IEC activities by activists on behaviour changing related to HIV / AIDS and STDs;
• Contribute to the preparation of proposals or work plans and activities related to reducing the impact of HIV / AIDS in coordination with agencies within the Department of Health when required.
• Regularly update research on HIV / AIDS and best practices.
Primary Health care
• Plan primary care and implementation of vaccination campaigns for children and women according to national immunization schedule in coordination with the Department of Health in the Bafatá Region.
• Conduct and / or accompany medical consultations in the Mobile Unit in the framework of the provision of primary health care, throughout the Bafatá region;
Monitoring, Management and Administration
• Creating and implementing data management system related to the different fields of intervention of the project taking into account the needs and indicators set for the project in collaboration with the regional health coordinator and project.
• Prepare monthly, yearly and annual reports of activities implemented, collect, prepare and analyze statistical information system as defined highlighting the constraints and action plan for the next period;
• Accompany and supervise the activities of the health team, in collaboration with the project coordinator;
• Ensure detailed planning, implementation, monitoring and evaluation of project activities in collaboration with the Project Coordinator;
• Provide technical support to the project coordinator in the formulation, implementation, monitoring and evaluation.
• Identify, areas of health intervention in which MDM-P might develop other projects and help develop proposals to be presented, solely or in collaboration with the Country coordinator;
• When necessary, actively collaborate in other projects of the Association, in the other regions in which MdM-P operates, particularly in response to cholera outbreaks.
Education: Medicine or Nursing graduate with a specialization in HIV / AIDS.
Languages: Fluent Portuguese or the desire and motivation to learn. Knowledge of Creole would be an asset.
Professional Experience: Significant experience in HIV / AIDS and STIs with experience working in developing countries (work experience in Africa valued).
Personal skills:
- Experience in community work;
- Ability to adapt to new social, cultural, political, military and living conditions in the field, as well as adapting to the organization’s culture and functioning;
- Ability to exercise his/her functions in situations of pressure and stress;
- Frequent trips to different regions
- Flexibility in the exercise of his/her functions;
- Sensitivity to cultural differences.
